Village Gardens

Village Gardens is RHF’s newest community in Virginia.

This affordable community for seniors has 39 one-bedroom units and an apartment for an on-site manager. Apartments include a full kitchen, bathroom with safety amenities, a living room/ dining area, individually controlled heat and air conditioning, and an emergency call system.

Village Gardens is located next to an existing RHF community, Village Pointe. Income limitations are determined by the Department of Housing and Urban Development (HUD).

Village Gardens is made possible through a HUD 202 grant, funding from The Hampton Roads Foundation, and consideration from the Norfolk Redevelopment and Housing Authority (NRHA).

What type of housing is Village Gardens? Is it low income housing?

Village Gardens is a subsidized housing community for seniors age 62 & over. The term “subsidized housing” means that the rent is based on income. A resident of the community pays approximately 30% of their income as rent.

Who pays the remainder of rent?

The remainder of the rent is paid in the form of a subsidy. If a resident qualifies for a subsidy, the Department of Housing and Urban Development (HUD), a U.S. government agency, will pay the remainder of the rent.

How is rent calculated?

Resident rent is based on approximately 30% of income. A good estimate of your rent would be to take 30% of your gross annual income and divide it by 12 months. This will give you an estimate of what your monthly rent could be.

What does the rent include?

Monthly rental of the apartment, as well as hot water, & trash. A utility allowance of $ 48.00 is the allowance that is deducted off of the resident’s rent payment. Residents will still receive utility bills (electric) but the allowance is intended to help pay for these bills The allowance amount is based on average usage for the apartment and may change annually. Residents may be eligible for energy assistance from the state.

Is there a lease?

Yes, there is a one-year lease. After one year the lease automatically becomes month to month. Residents are then required to give management a thirty day notice to vacate their unit.

How many apartments are there?

Village Gardens has 39 apartments.

How big are the apartments?

Village Gardens offers spacious one-bedroom apartments, all with accessible features, as well as a few more-accessible apartments for the sensory/mobility impaired. All are one-bedroom apartments and all are approximately 550 square feet. There is a large, freestanding shower (no tub) in all apartment.

How do I get started with the move-in process?

Simply fill out an application completely, sign it and mail it to the address on the back of the application.

Is there a waiting list for residency?

Yes, currently Village Gardens has a waiting list.

What is the Security Deposit?

The Security Deposit is the same as one month’s full rent (plus the $48.00 utility allowance). This deposit is due in full at the signing of the lease.

Do you allow pets?

Village Gardens welcomes you to bring your pet along with you. Fish and birds are welcomed without a deposit. We also welcome a small dog or a cat with a pet deposit. There is a limit of one animal (cat or dog) per apartment and there is certain size(25lbs. for dogs and 15lbs for cats, adult size) and breed restrictions. Must be spayed or neutered and have documented distemper and rabies shots.

What is the Pet Deposit?

The refundable pet deposit is $150. Payment arrangements can be made for this deposit. Beginning with $50 and then a monthly payment of $10 until the deposit is paid in full.

Is there additional storage space available?

There is no additional storage available; however, each apartment offers ample storage space.

Is there an elevator?

Yes, there is an elevator located in the center of the building easily accessible by all residents, on all floors.

Is parking available?

Yes, Village Gardens offers its residents the use of a large parking lot. There is additional off street parking for guests, located directly across the street.

What is the cost for parking?

There is no cost for parking.

How many keys do I receive?

Residents receive an apartment key, a key to a personal locked mailbox, and an access fob to the East entry. Our main entrance is intercom controlled and automatically opens with a code or fob.

Are there any planned activities?

Village Gardens prints a monthly calendar (& a Quarterly Newsletter) showing the dates and times of various activities. Monthly activities include bingo, board games, pot-luck meals, guest speakers, and entertainment.

Our Social Service Coordinator provides information and referrals to assist residents in identifying, locating and acquiring community based services and activities that help them maintain an independent lifestyle. The SSC can arrange for local community resources to provide activities services or educational events.

Are there on-site laundry facilities?

There is a laundry center at Village Gardens. This laundry center contains coin operated washers and coin operated dryers with folding and hanging areas and a wash sink for the convenience of our residents. The laundry room is located on the ground floor.

What is the garbage/recycling process?

On the upper floors, there is a chute to dispose of trash directly into a dumpster, located on the main floor. There is also a large dumpster located outside the building for resident use when disposing of trash on the week-ends.

Is there any public transportation available?

Yes, currently the city of Norfolk has transit services. These services stop in front of our building and take residents to the grocery store, doctor appointment, department stores, local restaurants, and other locations. More information on rides can be obtained from the Village Gardens Service Coordinator or HRT. Free rides are also available thru local churches.
