Q: What type of housing is Capitol Towers? Is it low income housing?
A: Capitol Towers is a mixed community. It offers 133 Project-Based Section 8 units, 10 Market units and 2 Commercial units. Rent is calculated based on income.
Q: Who pays the remainder of rent?
A: The remainder of the rent is paid in the form of subsidy for the Project-Based Section 8 units. If a resident qualifies for subsidy, the Department of Housing and Urban Development (HUD), a U.S. government agency, will pay the remainder of the rent. The rest of the rent is either a voucher from Imagineers, Hartford Housing Authority, Manchester Housing Authority or Vernon Housing Authority. Otherwise, if it is a market rate, unsubsidized unit, the resident pays 100%.
Q: How is rent calculated?
A: Resident rent is based on approximately 30% of income. A good estimate of your rent would be to take 30% of your gross annual income and divide it by 12 months, minus any out of pocket medical expenses. This will give you an estimate of what your monthly rent could be.
Q: What does the rent include?
A: Monthly rental of the apartment and all of the utilities, heat, electricity, water and trash.
Q: Is there a lease?
A: Yes, there is a one-year lease.
Q: How many apartments are there?
A: Capitol Towers has 144 residential units and 2 commercial spaces.
Q: How big are the apartments?
A: Capitol Towers offers spacious one-bedroom apartments and two-bedroom apartments, all with handicap accessible features. The one-bedrooms range from 448-506 square feet. The two-bedrooms are approximately 728 square feet.
Q: How do I get started with the move in process?
A: Simply fill out an application completely, sign it and mail it to the address on the application.
Q: Is there a waiting list for residency?
A: Yes, currently Capitol Towers has a waiting list. Please call for the approximate waiting time.
Q: What is the Security Deposit?
A: The Security Deposit is the same as one month’s full rent. This deposit is due in full at the signing of the lease.
Q: Do you allow pets?
A: Capitol Towers welcomes you to bring your pet along with you. We welcome a small dog or a cat. There is a limit of one animal (cat or dog) per apartment and there are certain size restrictions.
Q: Is there additional storage space available?
A: There is no additional storage available outside of the apartments. Each apartment offers some storage space inside.
Q: Is there an elevator?
A: Yes, there are two elevators located in the center of the building easily accessible by all residents, on all floors.
Q: Is parking available?
A: Yes, Capitol Towers offers its residents the use of a large gated parking lot.
Q: What is the cost for parking?
A: There is no cost for parking.
Q: How many keys do I receive?
A: Residents receive a front-door key, a key to enter the building, an apartment key, a key to a locked mailbox for their apartment, and an access FOB if you have a parking spot.
Q: Are there any planned activities?
A: Capitol Towers offers bi-weekly coffee hours for residents, a weekly exercise class, a community pool room and a room with games and puzzles.
Q: Are there on-site laundry facilities?
A: There is a laundry center at Capitol Towers, which contains five Smartcard washers and five Smartcard dryers. They are located on the lower-level of the building.
Q: What is the garbage/recycling process?
A: There is a garbage center on each floor of the building specifically for garbage/recycling purposes. Recycling bins are located on the lower-level.
Q: Is there any public transportation available?
A: Yes, currently the city of Hartford offers a public transit service. These services stop at the community and take residents to the grocery store, doctor appointments, etc. Capitol Towers also offers the “Dial-A-Ride” program, and every Wednesday Dattco will bring residents to the grocery store.
